Quirino to experience power interruption tomorrow- NGCP

CABARROGUIS, Quirino, Feb. 7 (PIA) -- The National Grid Corporation of the Philippines (NGCP) has announced that there will be a temporary shutdown of the Quirino Electric Cooperative, one of the grid’s distribution utilities, on February 8, 2012 from 8:00 o’clock in the morning to 6:00 o’clock in the afternoon.

DENR reports decrease of illegal logging cases in region 2

TUGUEGARAO CITY, Feb 5 (PIA) -- An official of the Department of Environment and Natural Resources (DENR) region 2 said a significant decrease in the illegal logging cases in the whole region has been recorded and this can be attributed to the serious implementation of President Aquino’s Executive Order (EO) 23.

TUGUEGARAO CITY, Feb. 4 (PIA) -- The Department of Environment and Natural Resources (DENR) region 2 has augmented its force against forest illegal activities by hiring additional 84 rangers who are deployed in the different provinces of Cagayan Valley.
Forester Bernardo Valiente, chief-forest protection and law enforcement section, said region 2 has very wide forest covers, including the Sierra Madre mountain range, which need to be guarded against illegal activities, especially illegal logging, poaching, mining, and hunting of forest resources.

CABARROGUIS, Quirino, Feb 4 (PIA) -- Fire Marshal Chief Inspector Santos Gawongna of the Bureau of Fire Protection (BFP) here said that their continuous information and education campaign (IEC) in schools and barangays is paying off as shown in the decrease of fire incidents in the province.

Gawongna said there were 13 fire incidents recorded in 2010 while there were only five in 2011.

After seven years, rare soft-shelled turtle resurfaces in Quirino Province

CABARROGUIS, Quirino - A local fisherman here captured a rare turtle specie while fishing along the Addalam River. The turtle was found enmeshed in the fishnet, prompting the townsfolk to report the find to the provincial environment office.

The turtle known as the juvenile Cantor’s Soft-Shelled Turtle is locally known as “cagot". It was last seen seven years ago in the area and was sent to Chicago for further studies. It was confirmed to be an endangered turtle specie.

1,830 typhoon-affected Quirinians to have new homes through DSWD’s core shelter project

CABARROGUIS, Quirino, Jan. 28 (PIA) -- The Provincial Social Welfare and Development Office (PSWDO) here has reported that the 1,830 families who were rendered homeless by the previous typhoons will soon have new homes through the Department of Social Welfare and Development’s Core Shelter Assistance Project.
Provincial Social Welfare Officer Laura Matammu said the P202,883,600 fund from the DSWD intended for the project is now ready and the construction of houses has been started.

Quirino provincial gov’t braces for IRA cut

CABARROGUIS, Quirino, Jan. 28 (PIA) -- Governor Junie E. Cua said the province has to tighten its belt as a result of the P23 million decrease in the province’s Internal Revenue Allotment (IRA), from P483 million in 2011 to P460 million this year.
Cua said the provincial government has to lessen its maintenance and operating expenses without sacrificing the employees’ benefits and salaries and the priority projects for the barangays.

Quirino hospital to be completed in June

CABARROGUIS, Quirino, Jan. 17 (PIA) –- The on-going construction of the Quirino Provincial Hospital (QPH) in barangay Mangandingay is targeted to be completed and inaugurated in June of this year.
Architect Carlos Salvador of the provincial engineering office said the construction is already on its 6th phase and an addition of manpower was done to fast track the completion of the project.
Salvador presented that the overall project cost is P300 million, where P183.3 million was sourced from the Department of Health’s facilities enhancement project, P30 million from Congressman Dakila Carlo Cua’s fund and the rest came from the province’s fund.

Police seizes P6M worth of illegally cut lumbers in 2011

TUGUEGARO CITY, Jan. 15 (PIA) – “Kagubatan,” the strict implementation of anti-illegal logging campaign of Region 2’ s police force with the environment department has seized a total of P6 million worth of illegally cut down and transported lumbers in 2011.
Operations and plans division records show that from March to November in 2011, 127 individuals involved in cutting and transporting lumbers were arrested out of the 96 operations conducted. Nineteen were charged for violation of PD 705, while 158 board feet of lumber were confiscated.

Quirino residents score slow gov’t action on fallen bridge

Ohh tungkab bridge... same old problem.


MADDELA, Quirino—Residents in the eastern district of this province have assailed the slow action of the government in repairing a fallen bridge along the main highway in Barangay Villa Norte, which, they said, has been taking its toll on the local economy.
They bewailed the lack of concern shown by officials over their plight, with local traders and farmers bearing the brunt of the problem with the difficulty of transporting their goods to and from this town and nearby Nagtipunan in the past three months.

Quirino residents relieved from interests, penalties of overdue real property tax payments in 2011 and prior years

CABARROGUIS, Quirino, Jan.11 (PIA) -- The provincial board here has approved an ordinance condoning the interests and penalties on overdue real property tax payable to the provincial and municipal governments in 2011 and prior years on account of the calamities that visited the province.
Citing Section 276 of Republic Act 7160 or the Local Government Code of 1991 which states that in case of a general failure of crops or substantial decrease in the price of agricultural or agri-based products, or calamity in any province, the Sangguniang Panlalawigan on recommendation of the local disaster council passed Ordinance No. 4 aimed at condoning or reducing the taxes and interests in all the municipalities of the province.

Quirino province implements new revenue code

CABARROGUIS, Quirino, Jan.11 (PIA) -- With the amendments of the decade-old provincial tax ordinance or the revenue code, an increase in the existing rates and charges of some facilities and services will be implemented in the province starting this year. This new revenue code aims to generate more income for the implementation of priority projects geared towards better service delivery for the residents.
Board member Pedro Madarang said the old revenue code was enacted ten years ago and it is high time to amend some of its provisions to cope with the changes and developments.

History of Quirino Province

Long before its formal creation as an independent province, Quirino was the forest region of the province of Nueva Vizcaya, inhabited by tribal groups known as the Negritos. They roamed the hinterlands and built their huts at the heart of the jungle.
Quirino lies in the southeastern portion of Cagayan Valley. It is situated within the upper portion of the Cagayan River basin and bounded by Isabela on the north, Aurora on the east and southeast, and Nueva Vizcaya on the west and southwest.
The Ilocano dialect is used widely in the lowlands of the province’s various municipalities while Ifugao is predominant in the uplands.
Quirino province acquired its juridical personality as a result of the division of the provinces of Nueva Vizcaya and Isabela on June 18, 1966 under RA 4734. Quirino, named after the late president Elpidio Quirino, was created as a sub-province of Nueva Vizcaya in 1966. It became a full province in 1971.
On June 21, 1969, RA 5554 was enacted, amending RA 4734 and creating the municipality of Cabarroguis, now the capital town of Quirino, which was taken from portions of Diffun, Saguday, and Aglipay.
RA 6394 was passed on September 10, 1971 further amending RA 5554 and separating the sub-province of Quirino from its mother province, Nueva Vizcaya, constituting it into a regular province. Hon. Leonardo B. Perez authored RA 6394.
The province of Quirino was formally established on February 10, 1972 upon the assumption to office of the first elected provincial and municipal officials headed by Dionisio A. Sarandi as Provincial Governor.
On February 25, 1983, Batas Pambansa Blg. 345 was enacted, creating within Quirino the municipality of Nagtipunan, a division of the municipality of Maddela.
